Job Scope: BW Primoris developed water resources for municipalities, water districts and industrial customers. Typically, they would identify and develop new sources of water or, if needed, treat the existing supply to meet required standards.  In addition to developing the supply, they also provided construction services that include transportation, storage, and treatment, as required, to efficiently deliver existing and new supplies of water to their clients.

The President role was to provide leadership to position BW Primoris at the forefront of the water resources industry. The President was to develop a strategic plan to advance the company’s mission and objectives and to promote revenue, profitability, and growth as an organization. This individual was to oversee company operations to insure production efficiency, quality, service, and cost-effective management of resources.

Candidate Placement: We successfully placed a 39-year veteran of the water and wastewater industry who was a degreed civil engineer that was familiar with the laws, regulations, and practices in water resources, understood how Texas works with water rights. He was quite familiar with water utility construction, interacted with regulatory agencies extensively and negotiated water supply and service agreements with developers. This individual possessed experience with P&L, budgeting, financial modeling and accounts payable and billing and extensive experience with business development. He brought exactly the skills that PSC was looking for.

Key Accountabilities:

  • Develop a strategic plan to advance the company’s mission and objectives and to promote revenue, profitability, and growth as an organization.
  • Oversee company operations to insure efficiency, quality, service, and cost-effective management of resources.
  • Plan, develop, and implement strategies for generating resources and/or revenues for the company.
  • Identify acquisition and merger opportunities and direct implementation activities.
  • Promote the company through written articles and personal appearances at conferences and in the media.
  • Represent the company at legislative sessions, committee meetings, and at formal functions.
  • Promote the company to local, regional, and national constituencies.
  • Direct company planning and policy-making committees.

Skills, Qualifications & Competencies:

  • Knowledge of or experience with water utility construction such as pipelines, water treatment plants (including RO), startups and commissioning would be a plus.
  • Operations and maintenance of a water utility, particularly an RO system.
  • Experience interacting with regulatory agencies such as TCEQ, TWDB and GCD.
  • Knowledge of water supply agreements, including negotiating, writing, and reading, buying, and selling both wholesale and groundwater leasing. Knowledge of O&M agreements.
  • Knowledge of water law, including groundwater versus surface water, right of capture, procurement laws, right of way.
  • Knowledge of wholesale only water services contracts including benefits such as imminent domain.
  • Knowledge of finance including budgets and P&L, financial models such as internal rate of return, pricing, and accounts payable and billing.
  • Knowledge of and experience with preparing and making presentations.
  • Experience with business development in the municipal, industrial, and commercial markets.
  • BS degree in Business from an accredited college or university. A civil or environmental engineering degree or an MBA degree would be a plus.
  • Minimum of 15 years of experience gained while working as a businessperson in the municipal water resources industry.
